Wide Open Opportunity

A new stretch of road opened up on our route. We couldn't believe the emptiness. After a mile or so, the way was blocked with red cones. Two young guys were standing by and took twenty rupees from us, handing back a small square of paper marked with squares and numbers. Daya, our driver, handed over the twenty, growling at the boys and snickering. He explained that it was a shake-down. The kids run onto the road, set up the cones and collect rupees for just long enough to stay ahead of the police. Not that the police would arrest them....they'd take the money!! After a couple of weeks, we're getting adjusted to the corruption.
